Message from the Honorable Minister of Refugees and Repatriation Affairs

Throughout the blessed history of the religion of Islam, Muslims have undertaken numerous honorable migrations to achieve righteous objectives. Just as migration holds a high status for the preservation of the faith and for Jihad, the people of Afghanistan, following their ancestors, have undertaken honorable migrations in their contemporary history to spread the religion of Islam and to expel occupiers from their homeland. On one hand, they have acted upon the teachings of Islam, and on the other, they have proven that the struggle for truth against occupiers, even empty-handed, can be successful, and these efforts have provided a positive inspiration to Muslim nations.
It is evident that the Afghan people did not become refugees due to poverty or other such reasons. Afghans left their lands, businesses, farms, and homes because of the occupations by the former Soviet Union and the West, and they have since proven, with their sleeves rolled up, that the Afghan nation is following the path of their fathers and forefathers: the independence of the homeland and the establishment of Islamic governance.
Following the second victory of the Islamic Emirate, the injustices and even forced expulsions faced by Afghan refugees, which were contrary to all religious and international principles, began. On one hand, the period of Islamic governance in Afghanistan had been short, and on the other hand, economic challenges and the world's oppressive sanctions on the Islamic Emirate were factors that could negatively impact the resources available for Afghan refugees. However, with God's help and the blessings of the Islamic system, the government managed, with its limited domestic resources, to provide numerous short-term facilities for millions of returning citizens and to plan dozens of townships for their permanent settlement.
Some might have thought that the expulsion of Afghan refugees would be a means of pressuring the Islamic Emirate. However, mindful of its responsibilities, the Islamic Emirate says welcome to every returning Afghan, Necessary services and financial resources have been prepared for every refugee at the borders, and we pledge to expedite permanent solutions to end the plight of refugees. Those who return will become worthy servants of their country and an active part of society.
The Ministry of Refugees and Repatriation Affairs, on behalf of the Islamic Emirate of Afghanistan, thanks the host countries of Afghan refugees for their past cooperation and also appreciates the assistance and cooperation of international and domestic organizations with the returning citizens.
The Islamic Emirate is committed to fulfilling its promises to the refugees and we call out to our migrant countrymen: Afghanistan is your home, and the Islamic Emirate, as the responsible government, will listen to every one of your requests.
It is essential that the host countries of refugees facilitate the dignified return of Afghans and prevent the loss of their assets. Likewise, we ask international organizations to fulfill their responsibilities in the field of migration and to provide timely assistance and cooperation to Afghan migrants and returnees.
