Land Allocation Schemes

Directorate for Reintegration and IDPs:

  • Provide information for clients about their documents, convince them and legal justification for clients (Returnees) that the assigned commission for evaluation documents and identification of deserved returnees’ accepted or rejected their application for land Allocation Scheme.
  • Keep and records of distributed land statistics of refugees townships in the capital and provinces and progress report of townships’ constructions.
  • supervision and provide materials and resources for townships
  • Preparing statistics schedules of administrative, commercial, clinics, schools, parks, structures for social services and to ensure provision of other social services jointly with other organizations, in charge administrations. Provide reports about other important requirements for townships and preparing suggestions about those requirements to the related organizations.   
  • Supervision and monitoring from work progress in townships established at provincial level,
  • Seeking permanent solutions for problems of Returnees, IDPs concerning lack of shelter and house,
  • Survey and identification of deserved people and supervision form the process of shelter distribution programs,
  • Monitoring form social service projects to ensure that they are being implemented according to contracts’ articles,
  • Organizing and managing surveys about returnees of provinces and Kabul city, to check shelter access and identification of deserved people. Primary and secondary units of this directorate mostly conduct this kind of survey.
  • Organizing and conducting surveys about returnees already had shelters but destructed in conflicts, to reconstruct and rehabilitate their houses. Primary and secondary units are in charge to conduct this type of survey.

  Objectives and obligations of Reintegration department

  • Temporary reintegration of IDPs in secure places,
  • Discovering reasons for displacements of IDPs once they reintegrated in secure places,
  • To solve problems for their reintegration in their places of origin, assessment of their social lives, health condition, children’s education, assistance and aids for temporary shelters, especially during temporary settlement, and other aids (food, and non food items), drinking water, security and etc.
  • Refer and introduction of IDPs, officially, to their own province and referring them for the distribution of land for construction of shelter and houses,
  • Organizing and managing surveys on returnees of Kabul province about having access to shelter, and identifying deserved people by our primary and secondary units,
  • Organizing and conducting surveys about returnees already had shelters but destructed in conflicts, to reconstruct and rehabilitate their houses. Primary and secondary units are in charge to conduct this type of survey.
  •  Determination of troubles and social problems of returnees in terms of shelter (reintegration) and submit it to in charge administrations in order to solve their problems and taking action and measure for the reintegration of returnees who return collectively or in clusters.
  •  Take actions and submit proposals for seeking out land in the capital and provinces for distribution of residential land plot for homeless returnees in joint efforts with Planning and international relations directorate, directorate of legal protection and other related departments
  • Preparing rules for the identification of deserved homeless people and distribution of residential land plot for returnees according to land distribution regulations.
  • Drafting proposals and taking action for reintegration of IDPs
  • Survey and identification of deserved IDPs in Kabul and in provinces and referring them to appointed commission to provide them residential land plot in residential projects. It will take place by negotiating and joint efforts with concern directorates and appointed commission. Submitting work plan for the reintegration of IDPs with due consideration to their problems.
