B. Resettlement and Re-integration:
Based on ANDS, re-integration and resettlement of repatriates and IDPs is one of the top priorities to the Ministry of Refugees and Repatriations. In year 1389, two new returnees’ townships have been designed and inaugurated in Sholgara district of Balkh province. The total number of townships across Afghanistan is now reaching to 60 townships and it is located in 29 provinces.
According to decree No. (104) of president, during the year 1389, around 8,635 families have been distributed land plot under the LAS program. In the same year, the ministry of Agriculture made 2000 acre of land available in Zabul province and over handed it to MoRR for the design and establishment of Returnees’ and IDPs townships in that province. In addition, around 13,800 acre of land has been made available to MoRR in Kabul, Wardak, and Helmand provinces so that to be able to expand the returnees and IDPs townships in these provinces.
In order to provide basic services and facilities in some of the townships, three projects’ contracts are awarded to local construction firms. The projects include construction of sub roads, bridges, culverts wells, and digging of side ditches that were supposed to be finished during the first half of the year 1389. The project costs 54,334,108 Afs which was funded from the approved development budget of the Islamic Republic of Afghanistan.
Also, distribution of 19,219 shelters also distributed in different provinces, to very vulnerable and deserved people.
C. IDPs
Results of decades of war forced millions of Afghan to leave the country and refuge in neighboring or other countries. Many other Afghans are due to different reasons like insecurity, poverty, unemployment, drought and severe floods internally displaced. Despite that MoRR facilitate the return of 6,020 families to their places of origin, many families like around 61106 are still remained internally displaced (378857 individuals). From the above figure, 2386 families are settled in 17 sites in Kabul City.
In current year, the total amount of 1.9 million Afs donated for 1200 severely vulnerable families. This amount was dedicated from the total budget of emergency directorate. In order to assist and help number of deportees and IDPs, the ANDMA agency transferred the amount of 10 million Afs to MoRR annual budget. This money will be donated to the most vulnerable families after their identification process is confirmed.
As the result of its cooperation and coordination efforts with donor organizations, the MoRR has covered more than 99044 deserved and vulnerable families under its humanitarian assistance programs that include food and nonfood items. These aids were distributed in capital and many provinces.
A guest house structure that has the capacity of receiving 43 returnees at a time built. The budget for the construction of this guest house funded by UK government and it has been implemented by IOM.
Legal protection for Returnees and IDPs
During the year 1389, more than 56231 returnees are provided with legal protection services by MoRR. These services have been provided in different categories, especially regarding their higher education and school problems.
Capacity Building
Our focus in terms of capacity building in the year 1389 was to recruit expertise for improving re-integration programs. Their salaries are funded by development budget that had been approved for the year 1389. By implementing PRR program which is government’s administrative reform program, 385 employees newly recruited through open competition initiative.
Financial and Administration
For the year 1389, the total developmental approved budget was 4,528,000 million US$, however the total normal budget was 161,779,407 Afs. From this amount, 1,874,176 US$ was expended on infrastructural projects for essential services in townships and for GMU staff salary payments. It shows that 41.39 % of projected plan has been implemented. Two projects have been completed while six other projects are in progresses which are basic and infrastructural projects.
